Very easy in Drambo. All you need is a Flexi Sampler with your preferred noise sample and an envelope follower controlling its volume, driven by your input signal (a drum beat or whatever).

Looks like the main thing is to use an envelope follower on your input audio, then use that to dial in the noise. So basically use FAC Envolver for the envelope follower, or maybe the free GSDSP app MMM. Then send the midi CC output of Envolver to control the volume level of noise. And yeah maybe FAC Fizzica is a one app option that would allow you to do that with noise but also getting into audio rate modulation
