Has iOS9 actually improved anything for music makers?
I'm thinking of things like IAA working better, better midi sync - that kind of thing?

Maybe not much in the things you mentioned, but my iPad Air 2 runs decidedly smoother and for longer since updating.
My battery lasts longer. I'm sure I'm getting more out of the processor than I used to. I'm sure apps will catch up with the updated SDKs. Must say though, not too many issues so far.
O and midi sync and IAA still sucks sometimes.
Given enough time for developers to add it, hosts should now be able to use apps developed as AU plugins, which should be of great benefit to all of us. iOS 9 is still new, and currently, there is only one app that acts as a plugin, and there are not any hosts that support this feature yet. In a few months, things will get really interesting! The key question to ask for now, is did iOS 9 make anything worse, which aside from the usual iOS compatibility growing pains, doesn't seem to be the case. :-)
It's everything the same for me.... in good and bad ways
One thing, for me more space on my 16gb. The rest i've yet to discover but seems more or less the same.
For me, it seems there’s a huge delay in between me and my iPad2. I touch a thing on screen, like the password buttons, and press in my password numbers. Nothing happens. This didn’t used to happen — this nothing. Then something happens, as it should, but by now it’s later. This seems to be the general theme now, since iOS9.
