My iTunes experience
Ya i know this is not the right place for this but since I have gain new friends here, just wanted to get your thoughts. So I deleted my card off my iPad and replaced it with another card because I needed the first card for bills with it being my debit card, so I spent $400 in the App Store. Then when I realized they charged the wrong card even though I deleted it, I asked for a refund and then last night they disabled my Apple ID indefinitely and as some of you know I have spent near $1000 in the App Store. When I asked for the refund this is how it was explained to me....unless you delete your card off of your iPad and iTunes on your PC then it is still there, so after spending as much as I have you probably guess the level of my anger.

Update: I had to create a new iTunes I'd. Which means I lost all the apps that I had purchased. I even had a store credit of $15 which I also lost. The bad thing is after spending all the money that I had spent before, I could only buy a few app that I had. The others are going to have to wait a while, it just really broke my heart.
That sucks. Apple's going to be their own undoing. I made the mistake the other day of upgrading my Mac mini to el Capitan. And what did they do to iTunes?
With your Apple ID issue, is it possible to set it up as a family plan so your old ID is connected to your new ID?
EDIT: I missed that they disabled the other ID. Hopefully you can get it reinstated then connect it.
You need to keep fighting this one. You can't give up all those apps just like that.
Why not just transfer the $400 from your new card to your old card....sorted?
Yeah I think that you just need to get through another few layers of bullshit, and then they'll apologise and sort it out. Can't imagine that they'd just tell you to deal with it.
When you delete a card from your account it should delete across all devices. I add a card and delete it for every purchase, and each time I get emails indicating the adding and removal of a card from my account, as the card is tied to my account and not the device.
Also, why did they disable your ID?
On a thread on here I saw a workaround way to clear your cache on iOS, "buy" a large movie on iTunes and when it can't install when there isn't enough space iOS kindly deletes your unwanted files. But.... if you're not paying attention (damned kids getting under my feet haha), you can potentially accidentally buy a movie that won't even fit on your device. In my case I accidentally bought Cleopatra, the 1960s epic at 9 quid or so.
So I contacted Apple explaining my (undoubted) stupidity and rather unexpectedly they issued a full refund almost straight away. So I must say, my recent experience with them has been good.
As draconian as Apple's policies are they are like cell company's, cable/satellite providers, etc. in that they have customer retention policies. The Squeaky Wheel will get the grease it just varies on how Squeaky you gotta be.
I have had to call customer service centers multiple times until a satisfactory result was to be found. I always get names of the people I'm speaking with, I'm polite to a point and then its heel time and most importantly I don't let someone bully or guilt me into submission.
You paid some serious scratch for those apps. There's that digital rights angle going round that you're only buying access to the app, song, movie, etc. Thats horsecaca, because even if you dont have a physical copy you do own the licence to a sh*tload of apps. They are yours. I hope you get it resolved brother...
The important question here:
I can't see how Apple could remove an ID / customer account with credit on it legally , without providing a refund , so if this is the case you need to keep badgering them and record the name and position of each staffs member for reference . They made me jump through hoops with a refund once but I still got it , and they can't ban you for asking for one - they'd get into very hot water for that if they did

I do not get " your account is locked for security reasons" but rather "your id as been permanently and disabled" and when i called customer service 9 times they all told me the system locked me out because i asked for too many refunds and there is nothing they can do, the security team told me the same thing.

Usually you have to pay the outstanding money - and your account works again. AFAIK.
How many times you have tried to get a refund?
My advice: Call for the iTunes store support (NOT: security team) and then for the senior advisor of the iTunes store support. They are the only ones who could help you.
All other advisors can't do anything for you.
