ITunes Billing Issue: Blocked Out Own Apps?
I recently had a gift "Visa" card that I used on Itunes. I usually only use Itunes cards. So, I burned it up and bought some things. At one point, I attempted to buy something and there was no more money on it.
Cool, no worries.
That is until this am I went to my purchased apps and attempted to download one. It is making me log in about account info and enter security code. I do, and then it says that the card cannot make purchase and wants a new tender.
It seems hung up on the previous attempted purchase and won't allow me to download my own apps until I give new tender.
How do I get this to stop so I can download an app?

Get in touch with the store and get them to sort it, they have always been pretty good sorting things for myself when I've cocked up
When it happened to me, it was because I bought an app without having the balance on my card; if you own money to apple they log out of your account and you can't download or update your previous purchases; you have to register a card that has money on it in order to pay back apple, and everything should go back to normal
In the past I've switched my payment method over to PayPal because once they have a credit card on file they require another payment type even just to remove the credit card, and for whatever it is worth they don't like not having a credit card or other "permanent" payment type of file. So I switch to PayPal for a few minutes, redeem an iTunes card, then remove the PayPal authorization and it works from that point forward.
I didn't know Paypal was an option for itunes?
I've just recently had similar issues.
Had to use Gift-Cards to 'free my apps'. Was not able to download updates, free apps nor test flight apps before the 'debt' was paid back to Apple.
The problem seems to have been caused by the fact that my card would expire the same moth I purchased the app and that's seems to be something Apple apparently doesn't like!!!
I already had a new card with a new expiration date but Apple didn't allow me to change the information when there were pending purchases waiting to get paid so I had to use an alternate method (ie. Gift-Cards) to pay the debt...
I'll wait a few weeks or so until I try to change the info for my Apple ID again because during the time there were pending purchase waiting the web-page at Apple kept complaining that my card was invalid (The card works everywhere else but not at Apple/iTunes). Most likely i will in the future use Gift-Cards only to avoid issues and also slowly start to recover from Appoholism as purchasing Gift-Cards at least makes me see easier on how much i spend on apps rather than just draining my account...
It is. My most recent purchases were all funded by a pair of Heely's I sold on eBay. And once my balance gets to zero I have PayPal automatically set up to bill my credit card - so Apple doesn't actually get my credit card (though I honestly trust Apple more with my CC than PayPal).

cool, ok so when I go to my account in itunes. There is a spot that will allow me to choose paypal? I haven't seen it, but really I haven't looked real hard. This is exciting news for me too. I just sold 4 out of print cd's for some good $$ and have it sitting in PP.
Yep. So if you are on a computer, you go into iTunes, then go to the iTunes store via the menu. Your account summary should show up first, and payment type is listed immediately under Apple ID. Currently mine says "PayPal [email protected]" (where the X is my email).
I just checked on iTunes via my iPhone and you go into the app store, press your Apple ID, then sign in. Payment information is immediately below your apple ID. Aaaaaand it says that PayPal is not supported on this device -- so to hook up PayPal you need to use a computer.

I know I ran through my PayPal account pretty darn quickly, amazing how quickly it goes $5 - $10 at a time. I need to sell some more stuff to afford my habits!

Ever since IOS 11, I find that I can redeem iTunes cards using the camera, but the process on screen never ends. I have to manually dismiss the App Store screen, then check to see what has happened. Usually, but not always, the amount has been added to my account.
Indeed it is. As mentioned way back when, it sure makes it easy to blow through whatever balance you create selling stuff on eBay! I've now traded quite a few things for some virtual goodness on my iPad! (I also spent some of it at Sweetwater on real musical gear too)
That has happened to me every time since the Appstore update. I have to logout and login the Appstore for the credits to show up. I use the camera method too.
Looks like With ios 11 updated you cant even update apps or download apps you already paid for unless you have a valid payment method. Valid payment methods in my country are visa(one bank allows debit card or did at some point, but other require credit), mastercard and mobile pay from the crappiest operator. Now that i maxed out my mastercard, i cant update apps or download what i already paid for..
Paypal seems to only be an option in some countries
