Is there a specific reason why some apps don't have panning?
These tend to pop up occasionally and I'm always like "huh?" Blocs Wave didn't have it at the beginning, but that's thankfully history. Auxy, ikaossilator, figure: no panning. I'm sure there are others. Does anyone in the know know why this is left out as frequently as it is? Is there a belief that the average music app buyer is easily confused by stereo space?

Probably as many reasons as there are apps without panning. Or almost. Figure, in my mind, is laser focused on minimal interactions to get sounds and music happening. Adding panning might be great for the nerdier among us but seems almost antithetical to the app's mission of simplicity and minimalism.

Panning is one of many possible features, and most apps are not everything they could be? The resources available for making these incredibly inexpensive apps is limited, and sometimes even the most basic functions are overlooked? Mixing is often bare bones in a small and simple interface?
I'm not worried about @kobamoto . S/he has been using this forum for years as a soapbox for THE ONE SAMPLER TO RULE THEM ALL! (and also to flip gear.)
Well to piss off @kobamoto goes without saying. And yeah there are some apps where it's just not that type of app. but there are others that let you do quite a healthy amount sound tweaking already, with faders automation and whatnot, figure and Auxy to use as an example. You would think panning might make the cut in such an environment. I thought maybe there was a market study that found music app sales decrease in direct proportion to the number of panpots or something.
I hear you, and I'm all about app improvements. Whether panning is a basic necessity is a matter of opinion. I may be in the minority, but in a world with FX, mixers, and various routing options, panning isn't a dealbreaker for me. Caveat Emptor.
It's because 90% of all music is now listened to on devices with small tinny close speakers and no one can tell the difference any more

Because panning is so '80, so ziggy. Now it's all about mid and side.
Why some apps dont have MIDI learn?
why some apps (TF7) don't have a bloody control volume so you're stuck with the iPad hardware buttons?
Why Did it take sampletank developers so long to add a split functionality, one of the most useful functions for that kind of app?
Why audiobus 3 won't support AU for the foreseeable future and for that matter why audiobus developers seem to disregard AU as an unimportant passing fashion?
Will android ever solve its audio latency/ fragmentation/ App Store economy/ low acquisition power, etc... issues?
In the next 1-2 generations of iPad Pro we will probably get to 512 GB storage and at least 6GB RAM for the 12.9 version, Logic Pro, MainStage maybe a possibility? At this point I'm running MainStage 3 on a MacBook Pro that's less powerful than my iPad Pro, the only real issue it's storage.
All of this questions mystify as much as the lack of panning in on some apps. No real answer.
It's because they wouldn't get panned if they included panning.

TF7 does have a volume slider, or do you mean it's missing volume slider cc on the mappings? (Which is a pain)
You don't get panning in a nightclub....... though I have seen some people in dreadful states.
It's been brilliant so far! We're slowly getting through the necessary EU processes and have been out playing traditional music a few times, I've managed to meet a lot of founders from small start up companies, as this is an area that I've got a lot of enthusiasm for and we're slowly getting to grip with the city. Amazing place, if you can get over the shock at the price of a beer
