The way multitasking works on ipad has changed?

I'm very annoyed by the way multitasking works on the ipad but i think something has changed that makes the whole thing a lot less annoying but still far from perfect...

Ever since ios 10.0 the last app you used for multitasking kept showing up regardless of how many times you closed it and whether it was the app you actually wanted to use in that moment forcing you to close that app first and then go find the one you want. But something has changed...

Now multitasking appears to be app-specific in some ways. For example, if I'm on safari and open the twitter app on split view, the next time I'm on safari and use split view the twitter app will open up first forcing me to close it to get to the app list (anoying but regular behavior) but if I move to YouTube and open split view I will get the app list right away (before, the last used app, twitter in this scenario, kept showing up regardless of the app you were in)

Now...I'm not sure if it's just and awesome bug my iPad has find itself into (THE MOST REALISTIC SCENARIO) or if it's something that's happening to everyone and I hadn't notice until now. Another possibility it's that it's coming later for everyone else (I'm on the latest beta).

Can anyone check how multitasking works on their iPad?

Rumors are iOS 10 future versions and iOS 11 will be including major iPad features/changes (like iOS 9 did), i really like iOS (might be my favorite OS, which probably means I'm not really a "pro user" and I'm OK with that) but still has a long way to go on the iPad,

I often wonder why it's the only major Apple device that runs on a shared OS (with the iPhone) instead of it own.
