ios issue: Exporting Audio/Projects?
Multiple apps and multiple devices, I am having complications, delays, or inability to complete scenarios when exporting projects/larger files.
I have tried various wifi networks as well and multiple devices.
Not sure if this is only me or anyone else is running into anything similar?

Maybe 'Files' in iOS11-13 will help. I am pretty much done with audio on iOS these days. My iPad is just a 'midi out' slab into PC now. Once it boiled down to thinking of it this way everything just got so much better for me.
In general things from the point of selecting where to send the act of transmission seems to be taking longer with an increased instance rate of failure to send.
Response did seem automated BTW.
My Document 6 has totally refused to upload anything at all for the last two hours, as has the camera roll. Did an Ipad reboot; don't know what else to try.

They have automated responses in most phone based support systems to try to direct people to someone who can help them. Until such time as they decide to hire more people to do this work or the phone systems can read our thoughts, we're likely to have more of the same.
As to the subject of the post, I haven't experienced anything similar. If there had been more specific information that allowed me to try to replicate what @RustiK had experienced I would have been willing to do so.
Cubasis : ALL SHARING TO ALL DESTINATIONS

Just basic movement of projects or even single loops encounters some unusual sluggishness or inability to send at all.
I was able to share a 40 mb audio file from Cubasis to Google Drive without issues. Perhaps it's an Internet or settings issue? Used an iPad Air 2 running iOS 10.3.3.
That is what I have.

I have set all sample rates etc to make things work smoothly.
Is there any relationship to having your memory near full on a device and its performance or is totally autonomous to your knowledge?
I've used Audiobus 2 in the past but prefer Audiobus 3 for its AU and MIDI routing. The latency settings and how much you have going on simultaneously can definitely start to effect the stability of setups. By memory full on your device, do you mean CPU usage or storage?
I never allow my storage memory to get full. If your storage memory is very full, I suspect it could create performance issues if iOS is doing cleanup procedures in the background while you're running a music setup. Here's a link to Apple's support site that talks about these issues.
Making sure all previous apps have been closed and are not hidden and still running in the background can frequently cause performance issues if you're not careful.
All kinds of weird things start to happen when your storage gets near full. That sounds like the most likely cause, followed by problems with your wireless network, then internet connectivity.
I use the Ookla SpeedTest app when I suspect Wireless or network problems. Not sure if that one is available everywhere though.
It really sounds like the stuff we used to see when my wife's iPad used to get filled up though
