You had me right up until soldering....
eventually someone seems to have implemented an old design idea I had ages ago:

the rotaries send pulses (key-clicks by turning) to an abused PC-keyboard controller chip.
All the matrix decoding is already present, no custom software required.
I knew it would end dead cheap, so never minded to work that out.
Midi software looks cool, though
