I swear I was just driving home listening to this record and wondering about that exact same thing. Sounds 303 to me.
Does sound a bit 303ey. It also sounds like the sort of effect you could get out of scream 4 in reason if I remember rightly. Can't think of an equivalent on iOS, but will ponder it.

You may not get it in the raw sound you hear on YouTube, because the bass in the track you posted is heavily effected.

I reckon you could get pretty close with Phasemaker’s operators.
Listening to it again, I believe what contributes to that sound has more to do with the filter and distortion than anything else. Just attempted to re-create it and got relatively close with Zeeon. Saw waves, no detuning, with maximum drive and medium resonance on the LP24-T filter. Then run it through the Phaser, which contributes a lot to the movement. Set it mono then adjust Glide to taste. May want to give that a shot.
Yes I was about to say overdrive and phaser on troublemaker could prob get close. This bassline sounds like it is ripped off a little from Stevie Wonder's Too High like they maybe sampled that originally then recreated it so as not to get sued
