IOS 11 Bugs !! Maybe I can’t connect to the App Store.
I’m getting a circle of death trying to connect to the App Store in the last 30 minutes
with iOS 11. My other iPad is on 10.3 and is finding the store ok so it’s not the internet. I tried a hard reset on iPad Pro 9.7 Pro still no joy.

I got the same, it connected fine earlier today...it is a problem with the store itself perhaps...I just tried again and it connected to the updates fine but now getting the ring when just trying to browse apps.
Glad it’s not just me, must be a heavy load at the store.
You could try signing out then back in.
There’s also an iOS issue where it won’t connect if the server/device times don’t align, which can be resolved by switching off automatic time setting and setting it manually.

I had a problem updating apps earlier, was really slow.
I have connected a few times throughout today with no problems...and no changes made this end...so it must either be issues with the store itself or just heavy load....

Same here.. Tried all most everything but it didn't fixed but thanks to indabaa for suggesting few troubleshooting methods to solve this issue.
It happened to my iPhones even on previous iOS versions. In that case I just do a hard reset of the device.
