Need help with midiflow restrict to conditions

I'm working on my live ipad rig and I'm using an akai midimix as a control surface for all the apps, especially midiflow. I'm trying to wrap my head around the function "restrict to conditions", I want to use two buttons on the midimix (they send a specific note value, but I could remap them to send a cc message with the help of the midimix editor if necessary, the buttons are not velocity sensitive if that matters) to use as on and off buttons for a specific routing, is that possible, and if so, how?
