It kind of depends on how confidently you can wrangle sounds out of a synth. To my ears, this sound can be made with any analog-styled synth that has a long-ish delay (just tweak until you’re happy) and if you’re looking for a great synth app to roll your own, I’d recommend DRC or Zeeon. They really are both excellent. If you’re out of time and preset-hunting, you might find something close to it in SynthMaster Player. The absolute best option is probably Twin 2, the high-end synth locked inside the intimidating and expensive Auria Pro app. Good luck
I agree that Twin 2 would be the easiest due to its piano roll/sequencer xLFO, which you'd use to 'tune' the resonance in step with the vocal melody (sort of a precision-controlled sample-and-hold). And oscillator sync is your universal bet to get the sound that dirty in the first place. And the Twin 2 dual delay filters could do real nice things with the panning. Shit this turned into a plug for Fabfilter
If you have Animoog and the Minimoog expansion pack, there's a good preset to start with: Adam Holzman set - Filter Pulse. Don't go rushin out and buyin it though if you're not sure exactly what you're doing programming wise.

I've wanted to nail that synth part for a while now but I'm not usually a synth player and therefore I've struggled to achieve that sound and playing technique via iPad touch screen (instead of midi keyboard)
