Go to iOS Settings app and look for Quantum and enable Link first.

To be fair, it is hidden relative to every other app out there...
Now the million dollar question is... Does Ableton Link work over WiFi? Does it link to other devices/desktops with Ableton Link apps/Daws over WiFI since iOs 11.0.2.

Works between iOS devices for me. I haven't tried to a desktop.
To be fair, that's a huge thread to expect anyone to wade through. And it's implemented so completely differently in Quantum than any other link enabled app, I'm not at all surprised at the number of people who have been thrown off. You see a button that in every other app works almost identically, and in this one does nothing. It's normal to think it might be broken. Not normal at all to think you need to go back into the settings app to enable the button that enables the function.
The question is going to be asked frequently.
The dev suggested using blue tooth for desktop cause it's more stable then wi-fi, but i believe another user is successfully using Wi-Fi, @Angie ?
Well, sort of. I was sending midi to Ableton last night without link and just trimming the midi clips. Tried using Link tonight in Ableton, and can get Quantum to change the tempo in Ableton and Vice Versa. I looks like I've got a bit of lag that unquantizes the start of the notes. Easy enough to work around, but I'm trying to figure out if there's some place to compensate for the latency. I'm definitely not a midi pro - kind of winging it!
Edit: Well I guess that latency adjustment knob in Quantum's midi output controls might come in handy, lol.
