For vectors I use Affinity Designer (desktop), and Affinity Photo for any bitmap work. I used to use Adobe stuff, but Affinity are almost as good for a fraction of the price.
There are a few vector apps on iOS, but I'm waiting for Designer to be ported.
I was thinking along the lines of iOS. I only need to do basic stuff so I tried a couple of the free ios apps but they're a bit limiting in respect that you can only save minute resolution. finished jpegs. TBH, I hadn't considered photoshop as I thought the apps would include custom templates for a quick fix
Assembly is fun, and free. Graphic and Inkpad are vector based, with a bit more control.
Vector based apps allow you to scale your logo without losing quality, whereas bitmap photo apps only look good up to their supported resolution.
Depends where, and how big you want to use the finished logo
For web/Soundcloud use photo apps might do the job.

Just looking on my phone, I use: Juxtaposer, Typorama, Diana, Fragment, Prisma and Snapseed for my Soundcloud page graphics (https://soundcloud.com/horse-gas), which do the job well for me. I use the Affinity stuff for my day job/client work.

Pixelmator might be an option. I have used it to do both pixel and vector work. They also released Pixelmator Pro recently, but haven’t used it.

Imaengine Vector by luis manuel Rivas is an iOS app than can convert bitmap formats to vectors with a variety of filters with adjustment parameters. Will do the same for videos to get rotoscoping effects.
I designed this logo a few decades ago (well, during 1989) in Adobe Illustrator v1.1. In retrospect, it was far too fussy and complex to be recognisable from across the shop floor of a newsagents, especially when placed next to other mags with simpler (usually red) logos.
