love meant to be by hybrid minds. melancholic for sure
indulge me...
Modern Girls, released 1986.
Here’s some Depeche Mode for you

This one has been known to provoke the emotions
And this one has been known to obliterate them
Another....
Anything from @richardyot or @JohnnyGoodyear in SOTMC. Both are ambassadors of ache.
Track #3 from selected ambient works volume II always does it for me.
This recent song and video from Sufjan Stevens seems to bring out the emotions, I have no idea why!
@brice, I loved those first two tracks! Thanks for sharing.
I'll throw this one out there because it IS one of my favorites, it's sad and gorgeous, and I just don't think it gets the attention it deserves. It's got less than 5000 views and I probably account for half of them.
Also, this guy (Crywolf) can do no wrong and never fails to pull at my heart strings:
Also, being a rebel, I'm going to break the rules with this one (because pretty sure it's not electronic but damn will it give you goosebumps):
Also, I love all the DM, New Order and OMD in here...
Always gets me
+1
Chicane -- Autumn Tactics

Another classic. Melancholy, but still danceable!

Yet another classic. Music isn’t so sad sounding to me, but the tragic lyrics are.

These guys had a lot of dark songs on the earlier albums. Pretty sunny on the later stuff, but the cold, dark lyrics of the early stuff is great.

Mad World is another great one, but @TheVimFuego already posted the great cover.
the classic.
Lisa Gerrard.
(Not heavily electronic, just her stunning voice backed by synths. Regardless, you'll be moved.)
Not sure if you will find it sad or melancholic, but dark and creepy as hell is definitely how I would describe it.

The old originals:
I was also thinking about Suicide when it is about sad songs. Cheree, but of course Frankie Teardrop, which is not only sad but disturbing. Devastating. Not really recommended for the faint hearted.
Tuxedomoon is a group that has a lot of songs in that area. Stranger, Alone, their adaption of I Heard It Through The Grapevine, In A Manner Of Speaking, and many more. This one is one of their early tracks:

And of course Anne Clark with her great lyrics:
Stumbling words and stuttering lips
Make the sentence complete
A death sentence
Complete
Create hell out of hopelessness
Confirm the failure of it all
Falling and calling
Falling and crawling
A stick in the ground scratches your name
A scream in the darkness is searching again and again
Watching eyes wait for sadness to rise
True superstitions
Combine and thicken
This poison that reaches my soul
This terror that blackens my soul
I must smile at your strategy
And laugh at your plan
And the execution of it all
Like death itself love is rotting inside of me
But there'll be no protection for you
You cannot hide me
I am cold on a bed of ice
But like seasons I know it will pass
It will always return again though
A summer of love is a momentary transient thing
Winter will always return again
And I should have known
We're only killing time
Now you have chosen your killing time
Let's hope you make the kill in time
Lies fall out of your mouth like
Love that's so shallow to become so disposable
We have faith like a cross
We have trust like a flag
We have faith like a cross
We have trust like a flag
We have faith like a cross
We have trust like a flag
We have faith
We have trust
We have faith
We have trust
Killing time
Killing time
Killing time

The Vyllies. That's what I could find on YT, what I would have liked to post is the song The Souls With Doors. But here are at least the lyrics:
Oh let's turn the key in the wound
Let's walk home where the heart is and...
Oh let's turn the key in the wound
Let's walk home where the heart is and...
At night we'll have a long way to go
At night we'll have a long way to go
Collecting the sighs
Collecting the sighs
Hanging from the window
We are the souls with
The souls with doors
We are the souls with
The souls with doors
Doors without keyhole
Room after room
Let's turn the pages
I know your soul remains my lonely home
You lie above the faces amongst the places
Place after place
Let's slip down the ages
But oh our soul remains our only home
From ashes to more to no-more you'll pace the floor
Door after door
At night we'll have a long way to go
At night we'll have a long way to go
Collecting the sighs
Hanging from the window
We are the souls with
The souls with doors
We are the souls with
The souls with doors
Doors without keyhole
And when locked from the inside
We are the souls with
The souls with doors
We are the souls with
The souls with doors
Doors without keyhole

Finally, a very sad song from Colin Newman's LP A-Z:
Alone,
With too much generosity
A theatre mask
Of hostility attracts
Assaults occur, infrequently
And those who come, to conquer?
Need strength
But damage accumulates
Still moving him to tears
Retained, a sense of humour
D minor. The saddest of all keys...
Thanks a million for that, @DrChris - best thing I've heard in ages. Haunting.
