Incoming midi quantize?
Is there a (ideally) controller app that sends midi out quantized (ideally to link) midi clock?

I think Loopy does that. Some members mentioned using Loopy as their Master Clock, as it has very tight timing and sync. I admit, I have not used Loopy for this myself.

Definitely not Loopy. Yes it has solid midi clock, but Loopy does not do anything with MIDI notes or quantizing anything.
Thumbjam has Ableton Link. And it will send MIDI notes. I think it will quantize if you turn on the arp... but not sure that’s what you want either.
Lemur can do it. Listen to external MIDI clock and synchronize MIDI output (notes, controllers, sysex) to whatever clock division you want.
Of course you can only quantize pre-clock events, correcting events that are "too late" is up to the time machine that is still to be invented
Warning: To get Lemur to do exactly what you want you'll have to dive into Lemur programming, and that takes time.
