Interested to know as well. Also gave me an idea if forum people would be willing to crowd fund some app idea. For example there is still no lemur type of custom midi controller AU app. Maybe there would be others besides me who would pay big bucks for one and if so, maybe we could collect enough money for it to be programmed?
The more detailed such an app is described in UI and functionality, the easier it is to give a somewhat reliable estimate.
Think you might have better luck reaching out to a few devs you know directly. No one (who knows what they're talking about) is going to want to answer that in public.

think about how long it would take a experienced dev to work on your design and you might get an idea. Then double that for coding & testing.
Then you would also need to consider marketing, release & post launch support.
This all adds up to alot of time so would it be worth a devs time?
Not trying to be negative to your idea but indie devs often have day jobs too so it would need to be a really good design and worth the 2 to 3 hours a day we spend on making apps.

So, it sounds like a gr-16 for audio instead of midi...
GR-16 already does both audio and MIDI.
Maybe a good time for you to start kicking the tires on Xcode. You might surprise yourself.
This literally almost entirely describes groove rider except for the stereo samples and no midi.
$35k-$150k for a professional developer to build this. Probably 6-9 months.
$10-$25k for a hobbyist.
I wonder how much return on investment the pros get on their average iOS app, (the Korgs, Moogs, Sugar Bytes etc)
Even though my production time is spent 65% on PC and hardware, 35% iPad, I'm regularly advocating the most for iOS music on forums and with musicians I meet, trying to get the word out to keep the dream alive ..
I hope to see the iOS scene maintain momentum, as the hardware is maturing to the point that it's already at near parity with mid-level laptops.
