Is there any app on the iOS platform that can do what Intellijel Rainmaker does/ or closest App????
I'm specifically looking for a self contained app, not interested in routing options via multiple app work arounds?

I don’t think so. It’s a pretty hefty module. The closest that comes to mind would be Kosmonaut for complex delay and elasticfx for comb filter.
Only "all in one" I can think of is Audulus (but you'll probably have to spend more than $650 worth of working hours to put it together).
There's way too much going on with that thing to imagine a single app covering it but if you're willing to entertain chaining a few things together, you can probably get close to at least some of the multi-tap effects + control over those steps (LP filter, level and panning anyway) with a few instances of @brambos Perforator. One instance actually does the delays and then one or more instances handle automating the parameters of the first instance.
For the effects Perforator doesn't cover, you'd have to setup something else in the signal chain but could still use additional instances of Perforator to automate those additional effects in "16 tap" style.
I dunno but look at those eyebrows! I want them. Mine are all thin and wispy ...

well if any of our illustrious devs are lookin for a new niche here it is, was doing some googling and it looks like a lot of people want a software solution that is as simple and more affordable

I did check the video. That’s why I suggested harmony eight. 8 delay lines with pitch shift and per line control on parameters. It also has pitch detection to allow harmonizing tricks with the delay lines but can do other things. It has master effects too.
There are other options that do pitch shifted delay with fewer lines that might still be worth a look. Eg for another self contained option echo pitch seems intriguing. Elastic FX can do lots of interesting things in that territory too.
Discord4 will get you pretty far too, especially if you run a few instances in parallel.
