Any idea why I can connect to app store on some devices but not another?

I've got two iPhones and and iPad here, all have iOS 12.1.4 installed.
On one phone and the iPad I have no problem connecting to and then using the app store, but on the other it just won't connect at all - it always say Cannot Connect to App Store.
There is connectivity on the phone that can't connect, both cellular and Wifi are working perfectly fine (I can launch a web site successfully at the same time as the app store is not connecting. I've tried turning off the cellular connection and just using Wifi - the same Wifi network as the other devices that can connect, but makes no difference). I've tried while signed in with my Apple account and while not, have tried rebooting the phone, have tried resetting network settings. No matter what I do it just absolutely refuses to connect to the app store, meanwhile it will connect to anything else related to the internet and meanwhile the other phone and iPad continues to connect to the app store just fine.

If there is connectivity on the phone, and the iOS version is identical to the other phone, how on earth is it possible that it can't connect to the app store?

EDIT: just updated to iOS 12.2 but it still can't connect to the app store
