Assuming my name is Bud?
I guess the question is whether iOS 13 on an iPad Air 2 128, if connected to an external SSD, would allow an actual downloaded app from iTunes to be loaded onto the external SSD itself, as apposed to residing on the internal RAM.
It's all fine and well that files can be stored to external flash memory, but recall that I have been able to do that for some time, without the need of iOS 13. In fact, in my first post I mentioned "I have two 128GB iOS USB Flash Drives...".
These 128GB iOS USB Flash Drives work perfectly fine for storing files and such, so I have no need to wait for iOS 13 etc. The question I really need addressed is, can any external memory be used to store and then access IAP's, and/ or the actual apps themselves, and if not then iOS 13 provides nothing I can't do already, with two my 128GB iOS USB Flash Drives and the app that goes with them.
It certainly appears that iOS 13 does nothing more than what I can do already with my iOS USB Flash Drives, and if so typical Apple: trying to promote third party tech as proprietary and novel by integrating it into the operating system.
I would be pleased to be proven wrong, in that an actual downloaded app (or IAP) from iTunes can be loaded onto an external SSD.

I do know that a lot of software needs to installed in the root directory (or whatever proprietary inaccessible file structure the all-mighty all-knowing infallible Apple deems as the equivalent of the root directory).
I actually hate the totally icon based iOS GUI, with all its silly non-technical nomenclature, and inaccessible functionality, making pretty much everything I know about PC based file allocation, structure, configuration, optimization, etc. next to useless.
