Apple could if they wanted to add an empty 'drum template' and let us populate it with user samples.
I mean the drum kits in GarageBand are mostly 'Drum Designer' templates.
In addition to being able to load samples it sure would be handy to be able to tune the drum-sounds in the supplied kits...
The only WTF I have with the sampler built-in into iOS GarageBand is that there is no way to do destructive trim on the samples.
(Meaning if you drag a 1 minute audio file to the sampler and use 1 second of it the entire 1 minute file is saved with the preset).
I'm pretty sure Apple will ship an update to GarageBand once iPadOS/iOS13 drops.
