Those look like the last version’s release notes. They either forgot to put the new ones in or this is a super minor compatibility update for iOS 13
Still no optimization of rendering with newer processors. Which means you got a superfast iPhone XS (A12) or update to a brandnew iPhone 11 (A13) and your movies render still as fast as an iPhone SE (A9)................ or worse the iPhone SE renders your 4K footage faster than a XS in iMovie
