hey developers! here is a music app idea for you. a music version of this game. 
basically it’s just a fun way to limit yourself to tools and techniques in order to be more creative. great way of trimming down the fat of infinite options and curing writers block.

Anyways, you may have to be more specific with what you'd like chosen at random. I've been thinking about an app similar to this since the first Arty Games was released. As a matter of fact, I used the custom generator in Arty Games before to craft different melodic and harmonic ideas.
If a stochastic music app like this were to be created, it would have to cover several functions.
It'd need a custom input generator in order to create a list of synth apps and host apps. One host app would be selected, and perhaps up to five synth apps could be selected. (FIve is just an arbitrary example number. It could be more if the app developer so chose.)
Of course the app should be able to cover all 12 keys. It should cover a whole slew of preset scales, custom scales, as well as tone rows for 12-tone music. It should cover a vast variety of preset melodic motifs as well as have the ability to come up with completely random sets of pleasing notes and rhythms within the randomly selected scale. It could even go so far as to create an entire melody based off of a preset motif and chord progression. Speaking of which...
The app should cover a huge variety of common chord progressions for each scale ranging from the dreaded VI-III-VII-i (anyone who's a seasoned musician knows exactly what this progression is
) to far more harmonically rich progressions. This would be for scales, not for tone rows. It should also be able to allow a user to input their own chord progressions to be chosen at random with the ability to use a randomly selected motif to generate a melody based on said chords using algorithms and the like.
The app should be able to export the melody and chord progression to MIDI files stored in the Files app for an easy drag-n-drop import into your favourite host app.
Then the app should be able to select things such as what type of drums to use (if any), what type of real world instruments to try and incorporate, what type of genre(s) (if any), time signature (if any, and yes I'm being serious), bpm (if any), etc.
Of course, the app should also cover Musique Concrete and be able to randomly select up to five sounds to search for (again, five being an arbitrary example number). Such as "Start with a train blowing its horn, and add a dog barking and a teapot boiling over". The app developer should also license Oblique Strategies and incorporate that into the app to accompany the Musique Concrete portion.
Whenever the app displays text, there should be a button that allows you to take a screenshot and save it directly to the camera roll for future reference while working on the track.
And most importantly, the app needs a great full-screen GUI. Think about great app GUIs such as FL Studio Mobile, Nanostudio 2, Korg Gadget 1, or even the Arty Games' GUI for that matter!
These of course are my suggestions and opinions of what the app should be and are not set in stone.
wow, sounds like you e thought about this kind of app even more than me. I did t even thing about midi export type aspect.
I was just thinking of more of a general suggestion generator with a sample such as: “ minor scale, cinematic , 2 note melody, no drums, must include a vocal sample but only for sound sound design, sounds like the color blue.”
that kind of thing.

I've used that custom generator, and I've created many failed scripts in Pythonista as well in order to try my hand at random selection. 
Well, even an app like what you had in mind could work. As I said, mine was only a suggestion. Matter of fact, your idea of the app combined with my idea of the app could make the perfect musical choice app.
