    You have to enable "Press home for Siri" to enable Siri.

    Shortcuts and Siri are quite tightly integrated. Siri isn't just about mis-hearing what you say and giving you the wrong answer anymore...

    Unfortunately, it will only work when you enable either "Listen for Hey Siri" or "Press Home"
