Thanks, that did it! No, I was not using Files, instead I was using the instructions in this thread, which I quoted in my initial message, where I said I couldn't get it to work. The answer seems to be (at least for me), ignore those instructions, and use Files instead! More options came up that way, and Mozaic was among them. Why the list of apps I could choose to open a downloaded file in was different in Files than it is in Safari, I don't know, but it was.
