Good keybed and plenty of control on a previously loved Bass Station II should be just about possible on your budget.
Add a ripcord usb power cable (myVolts) and usb powerbank and you will be fully mobile.
Edit: Had misread your post, my recommendation is still the BS2!

I'll always recommend the Arturia Minilab 2. Arturia got the best mini keys (yeah I said it, lol). Capacitive touch pitch and mod, 16 assignable encoders, 2 of them double as push buttons, all of which can be assigned to their own separate chans, 8 velocity sensitive pads (2 layers), pretty solid body (probably I threw mine across the room once... just probably... but yeah it still works). You can switch midi chans and templates on the fly from the keyboard and the accompanying desktop software for Arturia is amazing for creating your templates.

Novation launchkey mini mk3. Similar to Arturia but comptible with novation apps. If you make the proper midi filtering you can play synths alongside them.

This is my fave under 200 controller. And I own the akai mini mk2, the blacked out minilab mk2, and had a decent Alexis. If you can find an akai mpk225 used (found mine for 140 on offer up) then that'd be my absolute fave, but it's not backpack friendly. Mpk225 has the best keybed and wheels that I've used though on any mini 25keybed.

For physical MIDI controllers, I like the Sensel Morph with Thunderbird MPE overlay and the KMI SoftStep pedal board. I'm also interested in the Artiphon Orba.
