iPhone WiFi hotspot and iOS13

Since I updated my iPhone X and iPad Pro to iOS 13 I’ve noticed that when I am not at home and I use my iPhone X as a WiFi hotspot it is now impossible to download iOS updates on my iPad Pro. Before iOS 13, I was able to use my iPhone X as a hotspot and download iOS updates on my iPad but now since iOS 13 it’s impossible.

Anyone else have that problem too?
