Files app not syncing with iCloud iOS 13.3.1

Has anyone else experienced this and found a solution?
I uploaded a PDF to iCloud from my Windows laptop. File does not appear in Files app on iPad, but it’s there if I log into icloud.com in Safari on the iPad.
Seems I can’t force Files app to sync.
Is there a way to get Files to sync with iCloud?

Just wait. I had a similar problem and I tried some nuclear options. In the end, it was an iOS/iCloud problem. It fixed itself.
That might not work for you, but don’t rush into anything like wiping your iPad — just in case!
