I never researched any of that, but was on the phone other day with my father and he mentioned USB-C and Thunderbolt pinout being lookalike, yet different
It seems bizarre to me that there aren't some kind of unified standards about these things. Especially when the dongles look so generic and are hard to tell apart.
Even not all USB-C to 3.5mm dongles work on all Android devices, depends on brands or even types of the same brand. Just google it, there's a lot of info about this.
Follow the money.

You can assemble a committee to write a standard and hope it makes sense for engineers to implement.
or better you can create an implementation and release it as an open standard.
But generally the big dogs (Apple, Google, MS) prefer to make something and insure no one else can do so and sell knock offs.
The $9 audio dongle is really a hedge to all of us that own wired headphones to buy the new gear. I am very happy to finally have a waterproof phone but I'm always searching for these extra dongles. Tradeoffs.
Usb-c is just a connector, but not all cables that use that connector are the same. The cable can carry thunderbolt, video, usb 3.1, firewire, ethernet, power, etc. At least that is my understanding of it. I don’t have anything with usb-c ports. For my ua apollo rack I had to get a thunderbolt 2 to 3 adapter and a thunderbolt 3 cable.
