Well I can tell you iconnectmidi2+ can't charge usb c devices without an additional powered hub in the chain.
Bluetooth? https://apps.apple.com/us/app/midimittr/id925495245 has worked pretty well for me. Probably easier/better ways.

No need for MidiMittr. Virtually every host, and most apps, support Bluetooth MIDI without it.
Most apps support BT MIDI but only few provide advertisement of a BT MIDI service which is required to connect two iDevices. Midimittr adds this functionality to any CoreMidi app.
That doesn't work very well , the midi datas are slow when i use some arpeggiators....

Please check the audio buffer sizes, their influence is usually greater than the delay caused by BT MIDI.

I've been wrestling with my Roli Songmaker kit and its promised Logic control (with the 90 day Logic trial) - just couldn't get it to work properly... until I plugged it in. @mojozart your post turned the lightbulb on for me, thank you, seems so obvious now

Yes it is. I have the ICA 4+ I bought on sale, I think it has a tremendous value. You can do so much with the routings. Or you could use a usb host to usb host cable by the sevillasoft guys.
Unfortunately it is discontinued but we should get replacement soon !
the ICA 2+ is still available, if you can live with only two inputs. Otherwise -as @jazzmess said- routings are awesome.
Only flaw is that the iconfig utility for ios sometimes doesn't find the device (wasn't ever a problem on ios 11, became better on ios 13).
That does not affect audio! Not so good for windows users

I tried bluetooth and wifi solutions but if mobility (or price) is not a concern then just using two midi interfaces works best for me.

Each iPad needs a midi compatible midi interface. Plug in into out, out into in and you’re off.
This shouldn’t set you back more than £10 excl ccks.
This is the cheapest and likely the quickest way other than network midi which if both iPads are on the same network should just work.

Bluetooth might be okay if you can tolerate latency with your use case. You can set up AUM to be your bluetooth host for sending MIDI easily. You are probably better off with an iConnectAudio 2+ or 4+. I know they make MIDI units, but I’ve seen a lot of issues when people get the MIDI units and they give up on them, though that might be more with the Audio Pass-Through than sending MIDI between devices.
I have an iCA4+ and have confirmed this works, though I just put in storage about a year ago and haven’t bothered to get it back out. I would go further out of my way to ensure I don’t need two iOS devices than to make them work together. It’s a handy tool though the iConfig app kind of sucks but it works. I’d never sell my iCA4+ as it’s perfect for these situations bouncing between two computing devices.
If you have an iPad Pro with USB C it works but won’t deliver power, if you have one with lightning it will also charge the device you use with the 2 amp port. It only comes with one of those cables, so you’ll likely need to use camera connection kit for the other iPad.
I use iConnect midi4+. I like it! I can't get the iOs iConfig app to work while the iPad is connected through a hub though. Overall, as other fans have stated, good for the routing for sure.
I've never connected two iPads together, but I've used it with iPad and MacBook and works a treat.
Is it possible to route everything on the hardware or on a mac/pc for 2 iPads.

Yeah, ICA4+ is great for using with two iPads. I want another one for outside of studio setup, so curious when the replacement comes out.
