Don’t know how old that recording is but he’s been mostly using Victory amps for a good number of years
Fender Hot Rod Deville 2x12 60 watt will get you there I bet. And a lot of other Fender-clones.
This was his rig in 2011

I think the key on that one is how close it is to breakup and how he pulls it clean and then pushes it with subtle right hand technique. I'd go small and class A.

It‘s not the amp but the chops of the player that brings the tone to life
(a good recording chain helps, though - in your case a good input channel of the interface)
To be precise: a good player knows and anticipates the reaction of his/her amp, so it‘s not the capability of the gear, but what you make of it.
Each player has an individual strike to the strings and articulation by wrist movement.

It’s not what you are going to find in THU, its how you use your fingers to bleed that tone out. Don’t get too caught up in it.... THU can get you close.
But you have to understand that Govan is an Alien and can play through an AM radio and it will sound fantastic!!!!

Yeah couldn't agree more. Face it: the amp plays zero role in achieving his tone, so don't even bother using one.
In fact, don't even think about using an electric guitar at all!
Your best hope at achieving ultimate Guthrie tone would definitely be with an acoustic guitar — with nylon strings, no less!!!
Oh wait!!! It's all "in his fingers," so forget the guitar entirely. Obviously your best option is a piano. I would highly recommend one of these:

I cant aggree less on what @Telefunky and @ onerez say. I know how to play this song top bottom. I dont have that great dynamics like a great players but i do understand that fingerpicking, pick attack and guitar volume knob can help atchive great level of sound dynamics.
Nevertheless, the amp characher does exist. Do you guyz admit that the amp does not play any role in tone shaping? I love playing this song with any amp sim, even the completely clean ones. But i really love the character of the tone. And i just wanted to know if you guyz have more experience regarding the amp tones.

I meant no disrespect to you. I’m sorry. I just know that you can chase tone in amps forever..... I left the old school of tube amps a long time ago. I think that you could shape that tone with the right impulse response IR.

The amp does play a role. In this particular case a lot of amps (and sims) can achieve the clean to somewhat saturated sounds on the loudest notes. In TH-U, you could even do it with the free Darkface by running two in series. It does require good control of picking dynamics to achieve it without fiddling with the guitar volume knob. I’ve noticed that flo can get a bigger clean to distorted range with his picking than I can running through the same sim. A lot of it is being able to pick as crisply when playing very quietly as when playing hard.
I'm guessing you could get pretty close to this with Nembrini Soundmaster and a hum bucker pickup. I'm no expert though.
