could try audiotune from audiokit
Melodyne and iRCAM (desktop only). BTW they used synths to mask and or enhance tuning -adding support for vox if played like the vocal track to create illusion .I use that cht often (typically a mono lead )

Create a MIDI file of the melody you want to use, then use pitch correction software on a desktop/laptop to create a pitch-shifted audio file.
I don’t think iOS has anything as sophisticated as the desktop software available.

Currently, there is none. The closest would be Melodyne on a PC/Mac. @danielfromcodalabs expressed interest in creating a Melodyne-styled app at one time, but not sure if he'll ever make it since he took a break from developing software.
I do think you could do this manually using various apps and pitch shifting samples and MIDI versus the more automagical method of doing it with a specialized app like used in the video.
If you have to do it with an app, maybe you can split the audio into small clips then feed them into a slicer that has pitch shifting capabilities.
I think you can do most if not all of this in Voice Synth (https://www.voicesynth.com/) but you'd need to do some editing.
This one could probably do it better than most as you can single out parts and use continued keystrokes to trigger those (OT: Erik Sigths series of apps are really clever but comes with a bit unusual design.) https://apps.apple.com/us/app/voice-bot/id654025530
If you don’t already know, /r/vocalsynthesis is a subreddit dedicated to this kind of trickery. They use speech engines to great effect, although I don’t know it that’s what you want. It sure is interesting, though
its a lot of fun tho, but the best tools are on desktop atm Melodyne, Waves, Ircam.

Feed the audio into a vocoder mic and use a carrier synth as melody.
