Apps usually do, go on Appsliced and check price history on apps you are interested in, sale timing tends to be pretty consistent.
IPads, who knows? They seem to be touting their launch specials on Amazon so logically doesn’t seem likely they’ll go on super sale a couple weeks after but who knows. New phone sales aren’t hitting targets probably due to Covid so the state of economy (rent & food > luxury electronics) may force their hand, but that’s just a guess.
Can we just officially call it Black November now? Or maybe even just Black Early Fall.
But yes, there will definitely be sales, as well as multiple threads here. I love the WSH LST app, which is free to use and manually review it for discounts, and only $5 to get notifications. It's a great way to have a watch list of apps you want but aren't in dire need of.

iPads are down a bit at Walmart
It’s been a bit light on sales this year compared to last year, so maybe we will have a good Black Friday this year.

Keep an eye on Appsliced and iosnoops and similar sites. But it will probably appear here first thanks to the efforts of @White and others who are quite diligent in sniffing out app bargains and new releases.
You can set up alerts on App Sliced to get an email of something goes below a certain threshold - it’s helped me catch a lot of price reductions.
