Does any app on iOS have this feature?
Looking for an app auv3 that will let you load up a sample, and chop, like bm3 does, but with the caveat that you can timestretch certain segments in it. Does anyone know of anything? I know that is an app called sEGments, but I haven’t been able to find any info on if it will do this.

The app store description does say time-stretching and pitch-shifting but I have not played around with it much.
sEGments doesn't do individual slice time-stretch.
But ... sEGments for slicing + export to EG Pulse will do what you need. Its a two step process, but very quick and well integrated.
I’ve been wishing that Intua would make an auv3 version of their sampler engine. I’d buy that in a heartbeat.
On the Koala update you can slice a sample into chunks and timestretch each chunk separately if that's what you're looking to do

Can you do it in eg pulse without segments?
I use bm3 everyday and love the sampler, but it won’t do the time stretching of individual parts, unless I’m missing something.

Actually, yes. I had forgotten. There is an "assign" button that dumps the sliced sample to pads. Then you can go back and stretch and/or pitch-shift each (not real-time).
I've always wanted this. Just the sampler as a plugin.
(with the addition of being able to play to the end when you turn off a looping sample)
What do you mean by time-stretching individual parts? If you mean what I think you do, you can. Make your slices and choose slice to pads. Each pad is then mapped to a slice (within the original audio file) and you can turn time-stretching off for any pad (slice) you want.
If you’re familiar with logic flex time, I’m looking for something like that. I doubt there is anything like that on iOS though.

BM3 doesn’t have that sort of interface but you can accomplish the same thing to by setting different slices to have different tempos. Each slice has its own setting. On iOS, it’s time-stretch seems to be the best.
