If so, then I would definitely try a different battery bank that isn’t putting out low current. And I would detach the amplifier from the guitar just to try. I know you say the pickups are passive, but they could be picking up some low level vibration or something.
It’s sometimes a lot easier just to try things than it is to reason through a problem.
Which reminds me. I had a tube preamp that I gave up using because of hissing many years ago. Recently I pulled it out, but this time used a mic cable out to my audio interface instead of a guitar cable. The noise totally vanished! I’m guessing it was using a hi-z output into a low-z guitar input. Probably irrelevant for your case but it’s a good example of how unexpected things can have a big effect.

You don't have any preamp on the piezo pickups before the amp? What type of amp is it? It runs off USB power?

The chain is passive piezos (Journey Instruments) --> iRig HD2 --> iPhone --> iRigHD2 --> low watt amp --> Dayton audio actuators
The power bank powers the low wattage amp and I'm trying to simultaneously charge the iPhone via the CCK. That's where the white noise/hiss happens.
I notice on the reviews for the amp that some people mention potential for RF noise from the amp when near phones. If it's not in a shielded enclosure, that might help. The output impedance of piezos is pretty high. So, the input pres on the iRig might be struggling a bit. It could be a combination of the two that is causing the noise.
Both good hypotheses! But, the white noise/hiss only happens when I plug into both USB ports on the power bank. I wrapped the amp in foil last night and didn't get any improvements. Moving the components around and separating wires has a small impact on the volume and frequency of the hiss but it doesn't remove it. But, at the end of all tinkering, it's clear that the noise originates from plugging two devices into the power bank. My solution currently is simply to carry a second small power bank with me to plug my phone into. Not a big deal; just not as elegant/efficient/easy.
There's several spots in your signal chain where there could be issues with grounds/shielding floating relative to each other. The shielding for the amp would need to be grounded to work optimally. But, it does sound like there is a path for the noise through the two USB connections in the power bank. Maybe noise on your iPad signal chain is getting coupled to ground in the power bank and then injected onto the ground going to the amp. If the amp's internal power rails aren't great at noise rejection, that could be the path that's causing the problem. I kinda doubt if there are any USB power banks with galvanic isolation of the outputs, but that would be a way you could solve the problem and only have one power supply if this is the issue.
Yeah that would be an ideal solution though I'm not real optimistic about the availability there. Still, I'll poke around a bit.

Simple suggestion but remove each part or cable from the connection and see if a different cable changes anything, one by one so you can find any issues. Also I like to make sure everything is supported well, not dangling, twisted, strained in any way…
Have you tried running them from different power banks to see if the issue is related to both devices being powered from the same one?

I have lost track of people's thoughts, but it seems possible that the power bank is overtaxed.
Coming back to update the thread in case someone else runs into the noise problem described above. It turns out that a cheap Amazon gizmo completely eliminated the noise I was experiencing:

I agree that it‘s the CCK that causes this problem. I also plugged everything out. I also hear the noise if I have only the iPad, the CCK, power and headphones. Without wall power it‘s silent. And the same noise when plugging this setup into my iPhone 6s. I even tried different power outlets. Since I upgraded to an iPad Pro 2021 and got rid of the CCK the problem is gone. Another interesting thing is that the noise level is different with different headphones - try it. I think Apple is to blame here. Expensive CCK but shitty circuits on it.
