From what I remember she used a Digitech Vocalist Workstation...
I think I remember her using (or being a fan of) an old iOS app called Improvox. It was a fantastic app but it never got updated to 64 bit.

That is pitch-shifted vocals played live as she sang not vocoders synth on the track. She is playing the polyphonic pitch-shifting on the keyboard. The magic is as much her chord voicings (which are hellacool) as the tech.

so i guess i’m looking for more of a variable pitch shifting plugin. that can be played like a piano. is there anything like that on ios or even desktop plugin?

The sound design seems tricky to make it sound this good... but the basic framework can be done in AUM with a primary vocal track (no pitch shift) and a second track with the harmonies.
For the harmonies, I like what DerVoco can do for live- played MIDI input (a keyboard) pitch shifting. I’m sure there are other options too.
Then the magic is in what you do with DerVoco’s output. The reverb and delay on Imogen’s track are so dreamy.

I wouldn't think that DerVoco would sound like this. Isn't DerVoco a vododer? Vocoding is very different from pitch-shifting.
One of the things impressive about Hide and Seek was that it was an improvisation that was a dialog between her and this machine she didn't know well -- reading that interview there were magic accidents because the pitch-shifter has only four note polyphony but Heap was playing chords with more voices -- and the pitch-shifter picked which notes to play -- and as she was playing she was discovering on-the-fly how the DigiTech would respond and being inspired in her note choices by what was happening.

I’ll look at Harmonizr. Somehow I thought there would be more apps that could do this.
I wondered about 4Pockets Vocal Soloist. It is monophonic, (but it will track and pitch to external MIDI note input).
Maybe it would be possible to stack multiple instances together with something like Mosaic for sending one note to each instance.
To my ears Vocal Soloist doesn't sound great for this sort of pitch-shifting.
I would try Roxsyn. It has three voices and a lot of crazy stuff.
I would also play with MIDI Guitar into QuantiChord.
Harmonizr is it for now. It's a ridiculous value. You'd have to pay hundreds to get an app like this on desktop. My only complaint is that it glitches occasionally when I sing too many harmonics. But that just adds character, right?
Here are some things i made with it. The third track is the only one I used midi input on. The others just use Harmonizer's chord setting:
