IAA Clock
Now that you can have all your sequencing apps that are IAA compatible clocked together, would it be possible to have a standalone app specifically for controlling tempo, start, stop and song position?

I think that's what Midibus attempts to do.
No, the Midibus app is purely set up for MIDI clock sync stuff, not IAA. And it doesn't do song position either.
IAA transport and sync is technically superior but it comes with a big caveat that only the host app has total control over it, so a single host app would need to attach all the node apps. And most people need that host app to do a lot more than transport in that case, hence the reason DAWs tend to be the hosts. But there is no reason someone couldn't make one.
And they could call it Clocktopus...
