Forger and Nomad Sculpt are your best options if you are looking to design your own stuff. Nomad Sculpt is the new kid on the block but also offers more features, that said more tutorials are around for Fotger. It all beaers down to how you like the look and features of the 2 apps. Type them into Youtube and follow a few demos and tutorials,
Shaper3D is quite new and I think ppl are digging it.
I haven't had a look it but I spose this might be a time to shamelessly plug my own hobby... Which I'm hoping to grow in to a sideline at some point..

I used to be a tester on the GTA games some years ago. I never had access to modeling tools back then, and since I was involved, their quality has obviously just accelerated to the point whether the work is industry leading, but hey ho... I just like to experiment really.
I use 'SketchUp' on the desktop PC.
Try your luck with Shaper3D on iOS.. I've heard good things...👍🏻

Like above mentioned for 3d sculpting i would also recommend Forger and Nomad Sculpt. I personally prefer Nomad Sculpt, it’s a newer app with a very active developer behind it. For me it feels like Procreate for 3d with great Ui design and a very solid performance(obviously depends on the iPad model). But both are probably more geared for organic shapes, so for hard surfaces something else might be better (maybe Shaper 3d?)
For 3d printing you need two things: 3d modeling software and a slicing software to make the .gcode files that go to the printer. I've not messed with either on iOS. It just seems like the ease of use and available options for desktop are way better.
I use Blender (free) and Ultimaker Cura (also free) with great results on MacOS.

Or, there's the web version which I believe is 100% free and has about 75% features of full blown program.
On the same topic, blender is also great, although SketchUp is far more beginner-friendly. I wouldn't know how 3d-printer friendly it is though..
Fun fact, one of the Tom Clancy games on Xbox one, featuring New York, used SketchUp in the first instance to block out the city.
Other info: SketchUp is very good at flat surfaced, blocky work, but can be made to do more curvature if needed. For sculpting though (faces, characters bodies), I would stay away from it. You'd have much better luck with Blender or those iOS apps. -- SketchUp has literally zero sculpting tools in it.
On iOS, I would listen to those other guys /\ above /\
If you are doing Machine Parts and objects requiring precision, you'll want to use something like Shapr3D.
If you just want to print out random modeled things which don't require precision, then NomadSculpt is the way to go.
I'd say that Shapr3D is best for Hard Surface Modeling and NomadSculpt is best for organic (sculpt-derived) modeling. You can of course do HardSurface in NomadScupt, but you won't have the same sort of measuring tools as you would in Shapr3D.

To 3d print something requires 3d print "slicer" software to create the instructions for the printer. It's a different operation than printing something to paper. Those two apps don't have a slicing feature. If they can export to .stl files then slicing software can handle it.

Shapr3D is a subscription model. They do offer a FREE Educational version if you can swing that in any way
I have no idea about 3D Printing...just expressing the 2 best options on the iPad for 3D Modeling in my opinion. I believe both offer the ability to export .STL formats fwiw (I know that NomadSculpt does at least).
