It seems like every bundle has a slightly different discount. There are many factors to consider from a business standpoint, but those are personal decisions for you as a developer. Ie. Sales/Revenue/Value/Time Spent Developing apps/Consumer Demand, Interest, etc… however if you have 2 apps at $4 each and do a bundle, I think $6 would be reasonable for the 2 app bundle. Just my 2 cents though. If your apps sell like hot cakes even $7 might work for you. It can always be adjusted too. There are a lot of variables to consider. You can also always look at other bundles and do the math, just to get some reference points… cheers!

A fair discount is whatever you decide. What I mean is that the user isn't giving up anything to get the discount, so a 0% discount is completely fair.
So, the question for me as a buyer would be more like, "I'm on the fence, do I need these? If I get the bundle, I can get x% off, hmm?" For you it's what x in that x% is going to drive the number of sales you want?
I have done the bundle thing in the past. It lead to more than a few emails of this sort, "I just bought some of your plugins, can I get the bundle discount now?" Since these weren't app store things at that time, it was easy for me to say "sure, here are the license keys for the rest of the plugins in the bundle." The App Store makes this kinda harder and you don't want to drive the bundle price so far down that current users feel cheated.
One strategy that could work is 'buy for a two get the third for free' if the bundle consists of three apps.
I've sometimes completed bundles and gotten the missing app or apps for free...
For a bundle of two apps it could be as mentioned two 3.99 apps in a bundle could go for 5.99...
Then if you add a 3rd app to the bundle 7.99 for all three and when it's time for the 4th app 9.99 for all four.
But again, do the math and check what 'feels right' if it was you purchasing the bundle.

I've now chosen tier 6 ( I think it's 5.99) witch seems fair.
