I was not asking about a vpn, but about a Profile. Some services (schools, employers, etc.) install Profiles to force specific configuration items. If there was a Profile, it would be in that VPN and Device Management item in Settings. If it's not there or empty, then you're good.
Is there any chance that you're on an iPadOS beta? That would prevent updating to a regular release, even if the release is newer.

🙄 Upgrading through a computer will have no effect on future over-the-air updates. I did exactly this to resolve the same problem you're having with an iOS 14 update, only on iPhone.
Fast, free service that is mostly useless. You can get that here just as easily.

Sooooo what’s the verdict with 15.4 anyways? I read somewhere (think it was here ) that it broke IDAM between the IPad and Mac? I saw where you can share a mouse and keyboard between your iPad and Mac but is it only for M1 macs? I have a 2020 13inch Intel MBP, would it even work for me?
iDAM works fine for me on 15.4.
Universal control isn't limited to M1 Macs. In general it works for...

You probably got to someone terrible that doesn’t know what they are talking about. ICloud may not have a specific category to “sync” iCloud data for iCloud Drive for Cubasis. However, the backups don’t contain the apps themselves, but do contain the data within the apps. The apps will just redownload assuming they are still available and your data is there. If you go to settings > Name at top > iCloud > Manage storage > Backups > find your backup > it lets you turn on/off the apps that are actually backing up their data to iCloud. Also, the Files app data for the “on my iPad” are in the backup as well.
So, you got someone with misinformation. If you have any data synced with a cloud like iCloud Drive, iCloud Photos, Messages in iCloud, etc. Then it’s not in your backup it just redownloads.

Apple Stores won’t charge you to update it. An AASP might. Do you not have a computer to push the update? Or a friend or family with a computer? Have you reset your network settings, checked that your date and time is calculating, removed VPN and Profile? Have you tried it on a different wifi network? Over cellular hotspot maybe after it downloads and before you install so it doesn’t take up your data plan?
@DMan, thx, yes to all your questions except the Wi-Fi hotspot and I haven’t activated a cellular plan. No Apple retail store in Savannah.
What is your hesitation about doing it via your laptop?
Also, if you have a laptop, I recommend backing up to it in addition to iCloud. I would also periodically make a copy of the Cubasis folder to an external drive so that projects can be restored without doing a device restore or in case there is trouble restoring from iPad backup.
Is there any chance you've enabled some Restricitions? They're now in Screen Time–>Content & Privacy Restrictions.

@espiegel123, from all this good feedback I will update, I think, when ios16 is released. I’ll do it at an Apple affiliate and have them back up my projects on a hard drive. Doing it on my own… I don’t think so.
Is there an update already on your iPad? Looking at that error, it’s verifying the update, not downloading.
What I’d say is go into your Settings/General/iPad Storage, go through the list of apps there. One of them should be an iOS 15.3.1 update. Delete that update, then try again and it should work.

Bingo! That worked for me with a stuck update some time in the past. I had totally forgotten.
@seonnthaproducer @wim, I, too, thought that this was the answer. I found the file and deleted it. However, the update still would not install. I tried twice. I’ll try again. Still, it must be some setting that is preventing it, no?
Here’s what may be happening… I tried to delete the previous attempt, but it seems not to be deleting. Even after rebooting it shows 156 kb. Maybe that’s the problem.
156 kb is very small for any modern data. Do you mean MB?

One change after the deletion… update no longer stuck on verifying screen. That passes and moves to installing, but it still won’t complete.
Okay, so we’re close to figuring it out. It’s probably redownloading as you restart.
Turn off automatic updates. I feel this is what’s causing the small file to continuously download.
Delete the file again.
Restart the device doing a hard restart (depending on your iPad it may be the volume up + power button). This should clear the cache
Check the storage again to verify that it’s not there
Do a manual download again.
If that doesn’t work, then the next step is a bit more involved. But for the sake of simplicity, I’d recommend going to the Apple store.

How’s your internet speed? Would you be able to do a speed test at speedtest.net? Ideally above 3mbps for download speed.
I’d say leave it for an hour. If update hasn’t installed, maybe restart it and try again. Else, repeat the steps from above.
@seonnthaproducer, I agree, not being able to delete that seems to be the problem.. Automatic updates are off, unfortunately. Apple affiliate store tomorrow.
No prob with updating my other two iPads with my home Wi-Fi… so speed must be ok, no?

Yeah, the Apple store should be able to do the step in getting it resolved. Would be a pain to describe the process and may require a Mac.
On the plus side, the Apple store is doing a music session on Music production on the “Apple Store” app. Checked for Canada, US, and UK.

I am having the same issue as the OP. I’m off to try the suggestions posted. I will continue to post updates on my issues.

@jayson, I’m convinced my problem is a 154 kb artifact of an update that will not delete. Check the apps under storage, you might find similar listed as software update. Try to delete if you find that.
