Always proceed not happening

So u chose an app that does theoretically offer mic input,

(I never do that, all apps micinput is disabled via privacy settings)

Then u get the jada jada when choosing the system out put- proceed or always proceed, after I have chosen always proceed

Why don't I get the auto system output when I start with a fresh slate and choose the app?
U asked if I want to always proceed with this app, I said yes, but that's not happening ...
