That doesn’t look like a simulation.
It looks like it is actually reducing the voltage.
It connects to the power circuit, not the audio circuit.

My thoughts are it wouldn’t really work like this.
Every physical pedal will have a unique effect on the audio when the voltage becomes insufficient.
Different types of pedals and even different brands/models of similar FX types would all sound different.
I think this would require every plug-in to have this behavior coded into the app in some way.
You could try to post process the effect, at the end of the FX chain, but this would give you a general, non-specific lofi distortion that would sound similar independent of what was being fed into it. It would most likely come off as a faulty mixer channel effect or defective tape head effect.
But I am just brainstorming, too.
I don’t code audio apps, so hopefully there is a way to do this.

Something with automation maybe
First app I thought was Turnado, but maybe better options would be setup a nice rig on a modular/semimodular.
Something like Drambo, miRack, Sunvox, zMors would probably work well
Eventide Crushstation has a sag control which more or less does this.
