It can anything, as long as it is music related.
A perfect example would be if you wanted to pay your respects to a past musician.
Or maybe a particular question that doesn’t fall within any existing category.

Excellent! Thank you for considering my suggestion mates.
There was a really great long-running thread started by @johnnygoodyear (I think) that included links to music-related or arts-related youtubes, and it included lots of thought-provoking writings by serious-minded folks on this forum. I just reviewed it recently, and I don't recall seeing anything in the way of controversy there. Would "Other Music Content" allow the kinds of things found in that thread? That would be my ideal for the off-topic replacement!
This forum doesn't have to offer all things to all people. It's a MUSIC forum, or at least was. There are other avenues for expression on the World Wide Web on which one can philosophize and argue ad infinitum.
