Have you tried ButterSynth?
You can use one of the LFOs in 'one-shot mode' and route it to Osc 2 pitch.
Primer can be very versatile. For something intended to teach the basics of subtractive synthesis, it is very useful. I wish it supported MIDI CC learn.
You need to adjust the 'amount' dial of the LFO, In your video it's 0 (the value goes from -1 to +1).

Zeeon is all you need. If you don't have enough experience in sound design, a complex synth like Butter can be a little overwhelming.

I've just found that I should have increased the Filter Env Release to about 64.
Poison 202 is also quite good at these type of sounds. It's even got a dedicated AD envelope just for pitch control
No, in Primer you only have 1 osc too. The Mix knob is on 100% Osc2.
The soul of the patch is in 2 basic principles:
First, two oscillators synced and the synced one doing a hill walk with its pitch. This gives the characteristic sharp and moving tone because changing the pitch of the synced oscillator will add retriggered sawtooth pulses oscillator without changing the output pitch.
Second, a band pass filter that removes the low end and puts more emphasis on the typical synced oscillator character.
I have only used one layer in Zeeon because the patch doesn't need more.
The second layer is completely free for whatever kind of sound you might want to add on top.
Yes, as long as they have some kind of 'oscillator sync'. It can be either between 2 regular oscillators or like most WaveTable synths do it an effect that is applied to the WaveTable frame.

Worth mentioning that it helps to have two separate envelopes like in Zeeon. The Amp Env controls the amp indeed but the Filter Env controls one oscillator pitch to achieve that sync effect. So, oscillator pitch needs to be modulated by an envelope, most but not all synths can do that.
If I recall correctly from reading the ButterSynth manual one of the Phase Mod or Wave Folder options in the wave-table oscillator is hard-sync, so just select a saw-wave and apply envelope to which ever has the hard-sync option...
(Same Applies to Drambo's WT Oscillator).
