I got also AirPad 4 and iOS 16.5 here the weather is very hot sun and even with the cover no heat issue too. The battery charger get only hot whatever the weather but like any charger from Apple.
Perhaps best to check at an Apple Store if you got a specific hardware or battery problems specific to your IPad stating your serial number. If all is Apple including battery they should at least check.

Is it the original Apple battery or did you get a new one that can happen on refurbished market if you bought it this way ? There are a harware problem to check.

To my opinion it is a hardware problem you should check with Apple first , perhaps other here can help you ?

if it's hardware related there is no way to fix it yourself
You might try a full back and installing the OS from scratch , just in case something went wrong on software level and the cpu is constantly working
Did you update recently? Just wondering if the “housekeeping” activities that sometimes take place after an update are still running through whatever it is they do in the background.
I’m also on an Air 4, and after upgrading from 15.x to 16.x it goes noticeably hotter. Not so much when idle, but when running applications it varies between ‘slightly hotter than it used to be’ to ‘games working fine before the upgrade (Divinity Original Sin 2) now overheats the iPad and makes the game crash’.
@Littlewoodg - I know it's a dumb question but I have to ask since it hasn't been mentioned. Have you completely shut down then restarted the iPad.
