They used an Orchestron choir sound, which is like a Mellotron but it looped the sounds on an optical disc.
Ah, that’s such an interesting sound. I would be thinking the Moog Animoog could come close .. hmm
it’s just sampled “aaaah” vocal, you can do same even with your own voice with a bit of effort in any sampler or synth capable of using wav as oscillator .. hint - use lot’s of very short mono reverb and add also a tiny bit of noise
if i good remember it’s available also in korg iM1 as preset, i would also send it through some tape simulation effect to add more “lofi” vibe
absolute origin of this sound is Fairlifht CMI so you should find it also in IOS reproduction of CMI

I found stacking the Male and Female choirs with any Mellotron app will get that sound.
It kinda reminds me of the pad used in
New Otder’s Blue Monday too.
New Order sampled Kraftwerk’s Uranium
Kraftwerk also altered a bunch of electronics for their own purposes, so could be something unique that created any particular sound. In one of their few interviews they said they didn’t ever throw anything away at Kling Klang.
