using two usb devices with 1 ipad without powered hub.
is it possible to use a usb powered audio interface like the Evo 4 and also use a CME bluetooth WIDI (wireless usb midi dongle) on the same passive usb-c hub ? sometime akin to a usb-c splitter would be perfect as i don't need so many usb ports and don't want to use power for my usecase (keeping it super simple).

An iPad air or pro will do it. Regular ipad might not, they seem to put out less power.
It depends on the power draw of the devices.
On an iPad 8 I can plug an Akai mini 2 and an usb microphone.
On the iPad 9 I can add an SSD but nothing more.
On the pro I can also plug my audio interface that doesn’t work on the older iPads without external power.
Depends on your iPad model, assuming it has USB-C? I was able to run an Audient Evo 4 off my Pixel phone's USB-C port but tried (and failed) awhile back to find power draw info for the Evo 4 and don't own a USB-C meter. I wasn't using phantom power fwiw. The dongle also shouldn't add much draw to it.
If that doesn't work another option is to find a small audio interface that doesn't draw as much as the Evo 4. How many inputs/outputs do you need? The Arturia Minifuse 1 might work great as it has a (max 250mA) USB-A port on the back that you could plug the WIDI into and just have one cable to the iPad. I believe the Minifuse 2 also runs on just USB-C from a USB-C iPad and it adds MIDI in/out which would free up the USB-A port for a controller or flash drive (assuming you have or want to get a MIDI port wireless dongle).
If the Evo 4 doesn't work and you don't want to buy/trade for a different interface then maybe look at a tiny USB-C hub and get one of those small (5000MAh or under) USB-C batteries like an Anker Nano and plug it right into the PD input of the hub. It'll still be only one cable from your iPad and you can Velcro the hub to the side of the interface so it's one unit.
