Do you mean, how to have Loopy Pro AU automatically use Cubasis' tempo? If so, turn on host sync in the sync options panel.
I think you mean that you've learned that with Link enabled in Cubasis and Loopy Pro AU you can change the the Cubasis tempo by changing the tempo in Loopy, and that now you want to know how to tell Cubasis when to change tempos.
You can do this by creating dummy clips and assigning Follow Actions when they play to set the tempo. Then midi learn notes from Cubasis to play them. Finally, place the notes in the piano roll to trigger the clips.
Add Loopy as an instrument on a Cubasis midi track.
I create a one-shot clip and record a short amount of silence into it. Then go to the clip settings and scroll down to Follow Actions. In the Play Clip follow action add an action to set the tempo. It's helpful to name the clip as well by scrolling all the way to the top. Now copy the clip as many times as you need tempo changes and adjust the tempo action and name.
Now that you have the clips, engage midi learn tap the first one. Open the Cubasis keyboard and tap a note. Note that tapping C3 will show as C4 in Loopy ... don't let that throw you, it's a midi thing, not a bug.
Repeat midi learning for the rest of the clips. Finally, place the midi notes in a clip on the cubasis timeline where you want the tempo changes to occur.
