Sure they can, I (Sweden) have been on several occasions (if you don't refer to new laws). I even got denied refund for an app that was a fraud (Midjourney imposters).
I read somewhere not to explain but choose one of the suggested options and after following that advice I have got my refunds. (Sounds like I'm doing a lot of them, but I'm not)
