rsync problems with special characters in filenames ....

Looks to me like a problem with filename character encoding.
Maybe this helps: I found it on superuser.com after searching for "rsync webdav unicode":
rsync offers an --iconv option for filename character encoding conversion. It accepts arguments for fine-grained control over source and target encoding.
From the rsync man page:
[...] you can fully specify what conversion to do by giving a
local and a remote charset separated by a comma in the
order --iconv=LOCAL,REMOTE, e.g. --iconv=utf8,iso88591.
There are batch renamer programs that allow mass renaming of files and removal of special characters. I even try to avoid spaces in filenames and use underscores or dashes instead.
We're living in 2024, what do you expect?
Seamless and complete universal character set support won't come before 2051 😁
